After You have Applied to the College
Once you have applied to the College, you can expect to receive your acceptence letter within 5 business days. It will be emailed to the address you provided on your application.
Follow instructions in your acceptence letter to set up your OwlMail and OwlNet accounts. This is the email we will use for all correspondence from this point forward. Next, visit the circulation desk at the Library (2nd floor) to obtain your Harford Community College student ID*.
*NOTE: This step is currently suspended due to COVID-19 restrictions.
Submit official, sealed military and college transcripts to firstname.lastname@example.org. Military transcripts for Army, Marine Corps, Navy, and Coast Guard can be obtained through the Joint Services Transcript website. Air Force transcripts can be obtained through the Air University website.
Review the Exemption for Placement Tests chart. If you do not meet any of the requirements for exemptions you must take the Accuplacer® academic skills assessment tests.
Take the Accuplacer® academic skills assessment test for English and math. It takes roughly an hour and a half to complete this test and you may take the test on campus in Maryland Hall.* There is no appointment necessary, but please check the available hours. There is a practice exam on the site for your convenience. To take the test on Aberdeen Proving Ground, call to schedule an appointment in advance at 443-412-2100.

New or transferring students should schedule a MAPS advising and registration session. Contact admissions to do so.
NOTE: You must be enrolled in a degree ending program to receive VA benefits (e.g. Nursing Prep is not a degree end program).
Harford Community College offers priority registration to all veteran/military students who served/currently serving in any branch of the Armed Forces of the United States, including the National Guard and the Military Reserves and received an Honorable or A Certificate of Satisfactory Completion of Military Service.
To be eligible for the 30-credit priority registration, students must indicate their veteran status on the Harford Community College Application form. Priority registration does not waive any course or program requirements, such as prerequisites and program restrictions. All student registration holds must be resolved before students can take advantage of Priority registration. Students can check their OwlNet account under My Academic Life, then Degree Works to determine whether or not there is a Registration Hold on their account. Academic courses are available on a first-come, first-served basis.
Choose the Chapter you want to apply for and complete the application for as required by the VA. Print out the confirmation page of the application as you will need it for future reference.
Chapter 30: Montgomery GI Bill® Active Duty (MGIB-AD)
For active duty members who enroll and pay $100 per month for 12 months and are then entitled to receive a monthly education benefit once they have completed a minimum service obligation.
Chapter 31: Vocational Rehabilitation & Employment Program
For ill or injured Service-members who have not yet received a SCD rating do not need to wait to apply. Service-members expecting a discharge that is other than dishonorable who possess a VA memorandum or Integrated Disability Evaluation System (IDES) rating of 20 % or more—as well as Service-members currently going through a Physical Evaluation Board—may be eligible to receive VR&E services.
Chapter 33: Post 9/11 GI Bill®
If you have at least 90 days of aggregate active duty service after Sept. 10, 2001, and are still on active duty, or if you are an honorably discharged Veteran or were discharged with a service-connected disability after 30 days, you may be eligible for this VA-administered program. Students who withdrawal from class and are using Chapter 33 benefits, should complete the mitigating circumstances form if it is applicable to their situation.
Transfer of Entitlement: For all Post 9/11 GI Bill® and/or Transfer of Entitlement information and inquiries, refer to the website or call 1-888-442-4551. Please note: the Veteran must apply to transfer benefits with the Dept. of Defense (DOD) and an approval email response must be submitted with the VA Application for Transfer of Entitlement, (Form 22-1990E).
Chapter 35: Dependents’ Educational Assistance Program (DEA)
The Survivors' and Dependents' Educational Assistance (DEA) program offers education and training opportunities to eligible dependents of Veterans who are permanently and totally disabled due to a service-related condition or of Veterans who died while on active duty or as a result of a service-related condition.
Fry Scholarship: The Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship) provides Post-9/11 GI Bill® benefits to the children and surviving spouses of Service-members who died in the line of duty while on active duty after September 10, 2001. Eligible beneficiaries attending school may receive up to 36 months of benefits at the 100% level. Find out more information on payment rates. Chapter 1606: Montgomery GI Bill® Selected Reserve (MGIB-SR)
For Reservists with a six-year obligation in the Selected Reserve who are actively drilling. To Apply for MGIB-SR: Your unit will give you DD form 2384-1, Notice of Basic Eligibility (NOBE), when you are eligible for MGIB-SR. The VA will verify your eligibility after your unit codes you into the Department of Defense personnel system.
Chapter 1607: Reserve Educational Assistance Program (REAP)
Provides educational assistance to members of the Reserve components called or ordered to active duty in response to a war or national emergency declared by the president or Congress.
GI Bill® is a registered trademark of the U.S. Department of Veterans Affairs (VA). More information about education benefits offered by VA is available at the official U.S. government website.
To use VA Education Benefits (Post 9/11 GI Bill®, Montgomery GI Bill®, etc.) you must apply for them through the VA website. Please print out the confirmation page. This may be submitted while you wait to receive your official Certificate of Eligibility. If you have specific questions regarding your benefits, you can contract the VA Regional Office at 1-888-442-4551.
Email email@example.com to inform the College that you are planning to use VA education benefits to pay for your tuition.
NOTE: Military-connected students must be in a degree ending program to receive VA education benefits (e.g. Pre-Nursing is not a degree ending program).
The Harford Community College VA Certification Request Form must be submitted each semester that you wish to use your VA educational benefits at Harford. Forms can be completed online or you can obtain a paper copy from the Financial Aid Office or by emailing firstname.lastname@example.org.
Unless you are using dependent benefits, you must also submit a copy of your DD214, Member 4.
Complete your Free Application for Federal Student Aid (FAFSA). Harford Community College’s school code is 002075.
The College also offers a convenient Payment Plan for those wishing to pay over multiple months.
If you are an Active Duty service member: Tuition assistance may be an option for funding your education. Please speak to your commander.
If you are enlisted in the Army: visit APG’s Education Center in Building 4305, second floor for more information about tuition payment through GoArmyEd.
If you are in the National Guard: you must refer to the Maryland National Guard website.
Students who are military, veterans, or their families who are applying for a noncredit program that is approved for VA Educational benefits should complete the following:

Need To Know
Military Training for Credit
Students may use a maximum of 45 semester hours of non-traditional credit, including but not limited to military, CLEP, DANTES, and divisions exams, toward their degree requirements. Students must complete a minimum of 15 credit hours at Harford to earn an associate degree or at least 25 percent of the credit hours required for a certificate.
In awarding credit, the College follows both the recommendations of the American Council on Education's Guide to the Evaluation of Educational Experience in the Armed Services and individual course reviews through the SOC Degree Network System.
Evaluations will be completed for those who:
- Applied to Harford Community College
- Have declared program of study
- Submitted official military transcripts
It is college policy to only accept credit that is directly applicable to the student's declared program of study. Students will be notified by mail once the military transcript evaluation is completed. Students should review how accepted credit impacts their declared program of study by meeting with an academic advisor or by scheduling a meeting with the College's Military and Veteran Support office.

How the VA Calculates Enrollment
The Department of Veterans Affairs, not individual colleges, determines conversions for semester special sessions. College personnel do not complete these calculations.
The GI Bill comparison tool provides valuable information for students and will help students calculate training time.
VA benefits are paid based on training time. In a standard semester, the VA measures training time as follows:
- 12 credits or more are full-time
- 9-11 credits are ¾-time
- 6-8 credits are ½-time
- 4-5 credits are less than ½-time (<½-time)
- 1-3 credits are ¼-time or less (<¼-time)
Classroom Formats and Attendance Requirements
Students receiving VA educational benefits are required to contact the Military & Veteran Services Office if they drop or withdrawal from a class. If a student is experiencing difficulty in a class they should contact the Military & Veteran Services Office and discus possible alternatives.
Military connected students receiving VA educational benefits must adhere to Harford’s Attendance Policy. Students who violate the Attendance Policy and removed from courses will be reported to the VA Regional office. Violation of the Attendance Policy may result in the loss of VA educational benefits as well as repayment of benefits.
If a student drops a course or withdraws after the drop period and receives a non-punitive grade, the Veterans Association will reduce benefits effective the first day of the term unless mitigating circumstances are found. Mitigating circumstances are those beyond the student's control that prevent the student from continuing in school or that cause the student to reduce credits.
- An illness or injury afflicting the student during the enrollment period.
- An illness or death in the student's immediate family.
- An unavoidable change in the student's conditions of employment.
- An unavoidable geographical transfer resulting from the student’s employment.
- Immediate family or financial obligations beyond the control of the claimant that require him or her to suspend pursuit of the program of education to obtain employment.
- Discontinuance of the course by the school.
- Unanticipated active military service, including active duty for training.
- Unanticipated changes in childcare arrangements.
Acceptable mitigating circumstances must be provided in order to pay benefits for the period of attendance prior to the drop date. If they are not provided and accepted, any benefits paid from the beginning date of the term will be considered an overpayment, and a debt may be established.
Military Tuition Assistance
Each service branch varies in their application process, criteria for eligibility, service obligation, and restrictions. Military.com has created resources for each branch. While Harford Community College has no affiliations with Military.com, you may find the information they provide helpful.
Individuals who are covered under Chapter 31 – Veterans Vocational Rehabilitation, are permitted to attend educational courses beginning on the date designated on their VAF-28-1905 and ending on the earlier of one of the following dates:
· The date on which tuition/fees (T&F) payment from the VA is made to the facility.
· 90 days after the date the facility submits a valid T&F invoice to the VA following receipt of the VA authorization
Individuals who are using Chapter 31 benefits must submit the following to the School Certifying Official:
· A valid VA authorization, VAF 28-1905 form for VR&E beneficiaries, no later than the first day of classes if possible. If this is not possible, the student must make arrangements with the School Certifying Official for a date that the form will be submitted.
· A complete Harford Community College VA Enrollment & Benefit Agreement form
Harford Community College will not impose any penalty on the individual, that includes late fees, denial of access to classes, libraries or other institutional facilities; or require the Chapter 31 individual to borrow additional funds, due to a delay of Tuition and Fee payments from the VA under Chapter 31 VR&E.
